The 32-year-old Dartford ace came out on top from a world class field of 64 over the weekend to pick up the £32,000 first prize at the Circus Arena.
Hawkins has the first chance in the final and took it with bond hands, compiling an excellent break of 46 before missing a red with the rest to allow Dott to come to the table.
The gritty former world champion knocked in a long red and had a chance to break-build, but made just eight before jawing a red to a centre pocket.
He then wasted another opportunity and with the clock ticking, allowed Hawkins to close out the frame and match by 61 points to 23.
The world number 23 saw off high quality opposition in Ding Junhui, Fergal O'Brien, Stephen Maguire, Mark Davis and Dave Harold en route to the final.
"It's a brilliant feeling, definitely the best moment of my career so far," said Hawkins, whose had never previous won a TV title.
"I've always scored very heavily in practice so it's a case of taking that to the match table. I made a lot of 50 and 60 breaks in this event, kept my composure under pressure and didn't miss much. Hopefully this is the start of things to come," he added.
The one-frame knockout event in Blackpool produced a series of exciting matches, with the levelling format giving any player a the chance to challenge for the title.
The non-ranking invitational event features a 20 second shot-clock for the first five minutes and 15 seconds for the last five, with the highest point scorer prevailing at the end of the ten minutes.
Likable cueist Hawkins becomes only the second winner of the event after Nigel Bond picked up the title at the first staging last year.
The £2,000 highest break prize went to Martin Gould, who made a sensation 135 break under the shot clock in his last 16 tie against Jamie Jones.
